"AIG has perpetrated fraud against the U.S. Government," Lyndon LaRouche declared today. The bailout arrangements should be canceled on that basis, he continued. "Make them pay the money back, to teach the world a lesson who is boss."
"They're stealing," LaRouche said. "The President must stop them. Someone should go to jail. We don't pay gambling debts--think of how much gambling was stuck into the system. Put organized crime into bankruptcy. Cancel the bets. The U.S. Government cannot be taxed for gambling debts! The people who gambled should eat their own losses."
LaRouche joked that if you Google AIG you get a hit for Answers in Genesis. "That's what AIG is, they're out of this world. Have your debts collected in the other world," he laughed.
"We have no moral obligation to AIG," he said. "You can't make agreements behind the government's back, but they did. This was a crony operation, cronyism gone wild. The key guys should go to jail. The officers of Goldman Sachs should be in prison, in protective custody, so they can't run away and can't steal any assets. But the government is afraid people would say this is an attack on capitalism. But the Brits are tending toward nationalizing their whole banking system, as they did with Northern Rock."
"The whole world system is bankrupt, and must be put into bankruptcy reorganization by the governments," LaRouche concluded. "`But that's socialism!' some will scream. `I stole it fair and square. You can't take it from me!'" But we can. It is high time for a new Pecora Commission.

Canada hosting war crimes suspect George W. Bush

The Canadian government has knowingly allowed the violation of both Canadian domestic law and international human-rights law by failing to stop former U.S. president George W. Bush from crossing the border for a paid speaking engagement with a private Calgary audience.
Many competent international authorities have concluded that the available evidence establishes that Bush and the Bush administration committed torture and other war crimes and crimes against humanity. Therefore Canada now has a duty to condemn, investigate, prosecute and punish those crimes.
Prime Minister Stephen Harper, Attorney General Rob Nicholson and other responsible ministers were notified on March 11 of specific evidence clearly demonstrating there are reasonable grounds to believe Mr. Bush has been complicit in torture and other war crimes.
Under Canada's immigration laws, if there are reasonable grounds to believe a person is complicit in these crimes, entry to Canada must be denied.
The test is not whether a person has been convicted, but whether there are reasonable grounds to think they have been involved in such crimes.
Even though Canadian officials were referred to the overwhelming evidence of Bush's involvement in torture government officials apparently took no action to bar Bush or commence an investigation.
In fact government officials did not even feel the need to bother with the courtesy of a reply to Lawyers Against the War (LAW).
LAW plans to consult with peace and justice advocates in Canada and around the world with a view to maximizing the likelihood of successful prosecutions that would be a move toward restoring the rule of law.
Many around the world are pressing for proper prosecutions. In the U.S., release of a major complaint alleging war crimes against 31 Bush administration officials prepared by the Robert Jackson Steering Committee is expected in April.
This initiative is led by Professor Lawrence Velvel, Dean of the Massachusetts School of Law.
A growing number of people completely agree with UN Special Rapporteur Martin Scheinin, who recently said, "We have had a witch hunt for alleged terrorists for the past seven and a half years. . . . Now I think the witch hunt is over and it is time for the law to step in." Prof. Scheinin also said states are under a positive obligation to conduct independent investigations into alleged violations of the right to freedom from torture or other inhumane treatment.

Nevidljiva sila koja nas kroz globalni politički i ekonomsko-financijski sustav, u svoju korist, kontinuirano i hotimično vozi iz jedne u drugu nesreću, predstavlja kriminalnu organizaciju.
Kao nikada prije u historiji, sve je postalo tako očigledno, kristalno jasno; ratovi, legalne pljačke, krivična djela protiv društva, javnog povjerenja i javnog morala se kao neporecive činjenice odvijaju pred očima sviju nas:
- zakoni, policija, vojska, kontrolori i regulatori ovdje
- podmićivanja, ubojice, strahovi, neisplativi vječni dugovi, financijski derivati, porezi, planetarni bankrot tamo
- dokazi kriminalne aktivnosti posvuda
Kako naravno ništa nije moguće bez novca, a naročito podmićivati cijeli svijet od nekog značaja, još je davno ova kriminalna organizacija dospjela u posjed institucija za izdavanje novca.
Zahvaljujući sistemu u kojem je moguće stvarati neograničene količine novca iz ničega, u kojemu vrijednost sa naličja novčanice predstavlja čisti profit sa kamatama za izdavaoca, a dužničko ropstvo za sve ostale, ova kriminalna organizacija je porobila cijeli svijet.
Pripadnici te organizacije djeluju u tajnosti i upravljaju, te određuju tok svjetske povijesti kroz kontrolu globalne ekonomije i financija.
Prof. Giacinto Auriti je iskazao:
"Ako ne ustanovimo tko je vlasnik novca u trenutku njegovog izdavanja, ne možemo niti znati tko je kreditor, a tko dužnik, što ukazuje na ozbiljnost problema zakona sa nedostatcima, koji više ne može biti toleriran.
Sav je "nominalni novac" izdan od banaka u obliku kredita. Time je sav novac u opticaju opterećen dugom prema centralnoj banci. Ako netko hoće novčani dug isplatiti u novcu, to je isto kao platiti dug sa drugim dugom. To se ne može uraditi.
Centralna banka pozajmljujući novac vani, nameće cijenu od 200% novcu u trenutku njegovog izdavanja: prvih 100% zbog toga što oduzima od društva induciranu vrijednost (samo vlasnik može posuditi novac), i drugih 100% prisiljavajući društvo u dug iste veličine.
Povrh toga, evidentno je da banke i ostale kreditne institucije krišom kreiraju novac.
Očito je da banka može posuditi novac kojega nema, u iznosu od 80% od kredita.
Kao rezultat ovih praksi, ljudima svijeta je oduzet njihov vlastiti novac, a natjerani su u dugove bez da išta dobiju zauzvrat.
"Novac dug" je instrumenat kojeg su izrabljivači upotrebljavali kako bi postali lutke-gazde povijesti.
Ljudi su u stvarnosti uistinu postali krave muzare.
Bankarski sistem izvlašćuje društvo i prisiljava ga na zaduživanje, posuđujući ljudima ono što im u stvari pripada".
Upravo zahvaljujući neograničenim količinama novaca, ova je organizacija razvila savršeni sistem pranja mozgova kroz mas medije.
Upotreba trikova kontrole misli im na najjednostavniji način omogućuje kontrolu javnog mijenja i moralnih osjećaja.
Kako smo i koliko smo obrazovani postojećim sistemom školovanja?
Strašni zločini protiv čovječanstva su iza nas, i u bližoj, i u onoj malo daljoj prošlosti.
Svjetska ekonomija i financije se temelje na ratovima i uništavanjima.
Na nesreću, zahvaljujući našem na dugu baziranom ekonomskom i financijskom sistemu, te njegovoj potrebi za neprestanim širenjem i ekspanzijom, ne možemo izbjeći nove strašne zločine.
Odgovor je očigledan i kristalno jasan, naši obrazovni sistemi su loši i korumpirani, ali nitko to ne želi vidjeti i nitko u to ne želi vjerovati.
Je li ovo još jedna slučajnost?
Sindikati pozivaju na štrajkove, i učitelji i profesori i odgajatelji štrajkaju, za posljedice bolesti aspirini i slični lijekovi za sve do vječnosti, nitko ne želi problem rješiti i iskorijeniti kod zubara.
Zakon treba štititi ljude, ali bez novih zaduživanja, dugova sa kamatama, nema niti plaća za moje prijatelje policajce.
Evo nas konačno na raskršću, ne može se nazad, a ispred nas su samo dva pravca:
"Tata, za sve ste ti i vi krivi" nije moj izbor.
Ako smo po zakonu sjebani samo zato što se nitko nije pojavio, onda smo stari problem konačno rješili:
Ovo je krivična prijava protiv globalne elite zbog zločina protiv čovječanstva.
Ovime također prijavljujem: svjetske policijske snage su zatvorile oči pred najvećim financijskim zločinom u povijesti.
Ako ne znate odakle početi, pratite novac, otvorite bilo koju enciklopediju i potražite pojmove resursi, radna snaga, bankarstvo frakcijskih rezervi ("kreditna" multiplikacija), bankrot, dug, ropstvo, prevara, pljačka, parazitizam i profit.
Danas je evidentno i očigledno da je cijeli svijet bankrotirao, a osobito Sjedinjene Američke Države i Engleska.
Oprostite gospodo, kakav je to grozan smrad koji se širi iz nedavnih ratova u Afganistanu, Iraku i Jugoslaviji, osnivanja Europske Centralne Banke u privatnom vlasništvu, izostanka javnih referenduma za priključivanje Europskoj Uniji, izostanka javnih referenduma za Europsku Konstituciju, Napada 11 Septembra i naravno II Svjetskog Rata - ili kako je privatna centralna banka, Federalne Rezerve zadominirala svijetom kroz mogućnost štampanja novca na štetu života, rada i štednje cjelokupnog svjetskog stanovništva?
Slučaj u kojemu je Sudac za mir u Talijanskom gradu Lecce presudio da je prisvajanje seigniorage-a (zarade na razlici između troškova proizvodnje koji su skoro nikakvi i vrijednosti sa naličja novčanice) na izdavanju papirnatog novca zbog vlastitog profita, ilegalna praksa kojom se koristi Talijanska Centralna Banka, je od naročitog značaja.
Na bilo kojoj vrsti mojih novih dokumenata i isprava, javno je deklarirano da nisam rođen u Jugoslaviji.
To je zbog toga jer je Jugoslavija mrtva.
Na novčanicama Federalnih Rezervi je javno deklarirano da Bog postoji.
Nema nikakve sumnje da je kao svemoguća i sveprisutna osoba upleten u ovu priču.
Prijavljujem Boga kao nestalu osobu.
Nakon koliko vremena se nestala osoba proglašava mrtvom?
Možemo li ovaj svijet učiniti boljim mjestom za sve nas?
Ako niti ne probamo, odgovor je 100% zagarantiran.
Dakle tko su i gdje su ti kriminalci?
U slučaju da ste već zaboravili za koga radite: "Ili ste sa nama, ili ste protiv nas u borbi protiv terora".
Oni su ovdje i njihove marionete su svuda oko nas, šire strah, laži, dezinformacije i teror.
Fatalna, kobna greška našeg financijskog i ekonomskog sistema je njegova vječna potreba za širenjem, gdje veća ekspanzija znači i veće dugove.
Uvijek trebamo nove dugove kako bi platili kamate za one stare kredite i sve ostale vrste dugova.
Vječni rast zaduživanja i žrtvovanja za isplatu dugova i kamata imaju svoje granice, nisu bez limita.
Mi smo dostigli te limite, već smo prešli preko svih granica, i saznali smo za prevaru i ludilo centralnog bankarstva.
Više smo kontrolirani i više nemoćniji i sputaniji, ograničeniji zakonima i regulacijama nego ikad.
Nakon 20 stoljeća evolucije i društvenog napretka, današnja financijska, politička i moralna situacija u svijetu je više nego nesumnjiv i nedvojben dokaz da je zakon prevara i čista farsa.
Također, savršeno je jasno da su iz nekog "čudnog" razloga ujedinjenije nego ikad u spašavanjima od dugova novim dugovima, fašističke, komunističke, socijalističke i kapitalističke vlade već prezaduženih zemalja svijeta, zato što nitko drugi više nije preostao, konačno počele voditi borbu protiv "pravih" terorista i neprijatelja, protiv nas, svih ljudi svijeta.
Kako je Prof. Giacinto Auriti iskazao:
"Sav je novac u opticaju opterećen dugom prema centralnoj banci.
Centralna banka izdaje novac samo na jedan način: posuđujući ga.
U ovom sistemu, što više proizvodimo, to se više zadužujemo i dugove ćemo moći plaćati samo stvarnim dobrima i produktima našeg rada.
Novim generacijama neće preostati druga alternativa nego ona između samoubojstva i očajanja".
Snabdijevanje sistema novcem je dug, sav je novac u opticaju dug.
Privatni dug je dug.
Javni dug je dug.
Tržište financijskim derivatima je sada procijenjeno na preko kvadrilion dolara.
Živjeti na dugovima znači živjeti na ratovima, živjeti od ratova.
Sve što proizvodimo je na dugu bazirano "bogatstvo".
Što više radimo i što više proizvodimo, to se više zadužujemo.
Što više novca stvaramo, to više duga imamo.
Uvjeravanje ljudi da je dug vrijednost, je prevara.
Ova vrsta prevare je kriminalno djelo.
Oko 50% (na dugu baziranog) svjetskog "bogatstva" je nestalo, isparilo u zadnjih par mjeseci.
Svjetske Vlade su se ujedinile u frenetičnim naporima kreiranja novog novca (duga).
Evidentno je da nekoliko mjeseci frenetičnog kreiranja novog novca (duga) teško mogu isplatiti 300 godina stvaranja (na dugu baziranog) "bogatstva" sa kamatama.
Upravo je to razlog zbog kojeg se, iako danas imamo više novaca nego ikada u povijesti, iako ga je u zadnjih par mjeseci stvoreno više nego ikada u historiji, nalazimo u najvećoj krizi u povijesti.
Ispred sebe imamo veliki problem, premostiv samo na jedan način:
desetljećima su nas najveći bankari i političari ubjeđivali da živimo i poslujemo na slobodnom tržištu na kojemu vlada zakon natjecanja.
Kako to onda da ako nekome ide puno slabije, drugome ne ide barem malo bolje, zašto "svi" na veliko gubimo?
I zašto nam umjesto priznanja o propasti i katastrofalnim svukupnim posljedicama suludog sistema, nude nova spasonosna rješavanja od dugova upravo kroz institucije koje su nas izdavanjem dugova i dovele tu gdje jesmo, na rubu provalije?
Jer globalna elita upotrebljava novac dug kao financijsko oružje za masovno uništavanje i kontrolu.
Jer ovaj sistem ne želi obrazovane i neovisne, slobodne ljude, štoviše oni za njega predstavljaju rak ranu.
Ako svi radimo i proizvodimo, zašto nam onda banke posuđuju naš novac, i to sa kamatama?
Zato da bi svi bili obavezni vraćati dugove koje je nemoguće vratiti.
Zašto iako svi radimo za novac, i doktori i varioci, i profesori i pastiri, nitko nema blage veze o načinu stvaranja novca?
Jer je očigledno da sistem predstavlja modernu verziju robovlasništva.

Društveni bruto proizvod cijelog svijeta iznosi oko 50 triliona dolara - 1,144 kvadrilion dolara financijskih derivata je brojka 22 puta veća od društvenog bruto proizvoda cijelog svijeta.
Procijenjena vrijednost nekretnina cijelog svijeta iznosi oko 75 triliona dolara.
Procijenjena vrijednost svih svjetskih dionica i obveznica iznosi oko 100 triliona dolara.
Bear Stearns, Freddie Mac, Fannie Mae, Lehman Brothers i AIG su kolapsirali zbog financijskih derivata.
Ako pretpostavimo da nas na svijetu svih skupa ima oko 6 milijardi, onda je svatko od nas "derivativan" u iznosu od oko 190.000 privatnih novčanica privatne centralne banke, Federalnih Rezervi, krivo zvanih američkih dolara.
Koliko je veliki 1 trilion?
1,000,000,000,000 - milion miliona dolara, tisuću američkih biliona (milijardi) dolara.
Da se naprimjer odlučimo isplatiti iznos od 800 biliona dolara kojeg su Američkoj javnosti predstavili na početku svih ovih spašavanja i to bez kamata?
Izdvajanjem jednog miliona dolara na dan (što je već veliki iznos), trebalo bi nam 2191 godina za isplatu cijelog duga, kako rekosmo, bez kamata (u međuvremenu su Ameri cifru napumpali na preko 9 triliona dolara).
Da su Amerikanci počeli isplaćivati tih 800 biliona dolara onoga dana kada se rodio Isus Krist, sa po 1 milion dolara na dan, dug bi isplatili tek za nekih 200 godina u budućnosti od današnjeg dana.
Ova situacija šokira pri pomisli da svaka cesta u Srbiji ima stariju povijest od ove države sa pedesetak zvjezdica.
Da poredamo novčanice od 1 dolara jednu pored druge, do mjeseca i nazad bi stigli preko 200 puta.
Nakon oporezivanja u Americi, tata i mama skupa danas imaju istu kupovnu moć kao što je prije tridesetak godina imao samo tata.
Trošeći 1 dolar na sekundu, treba 32.000 godina za potrošiti 1 trilion dolara.

The force which through the global economical and political system, in its own interests, constantly and intentionally drive us from one disaster into another, represents a criminal organization.
Like never before in history, everything has become so obvious; wars, legal robbers, offences against society, public faith and public morality as undeniable evidences occurring right in front of everybody’s eyes:
- laws, police, soldiers, controls and regulators here
- bribes, killers, fears, unpayable perpetual debts, financial derivatives, taxes, planetary bankruptcy there
- proof of criminal activity everywhere
As of course, nothing is possible without money, especially bribing the entire world that counts something, a long time ago, this organization came into possession of money issuing institutions.
Thanks to the system in which is possible to create unlimited amounts of money out of nothing, where face value of the banknote represents pure profit + interests for the issuer and a debt slavery for everyone else, this criminal organization has enslaved the population of the entire world.
They are operating in secret and determine the course of world history through control of the global economy.
Prof. Giacinto Auriti stated:
"If we do not establish who is the owner of money with respect to the original title of ownership at the act of issue, we cannot distinguish between debtor and creditor, which illustrates the gravity of a legislative deficiency that can no longer be tolerated.
All "nominal money" is issued by the banks in the form of loans. Thus, all money in circulation is burdened with debt to the central banks. Therefore if someone wants to pay off a debt of money with money, it would be the same as paying a debt with another debt. It cannot be done.
The central bank, by loaning out what is in fact due, imposes a cost of 200% on money at the act of issue: the initial 100% because it expropriates the community of the induced value (only an owner can lend money), and a further 100% by forcing the national community into debt to the same extent.
Furthermore, it is also evident that banks and other credit institutes "create" money in a surreptitious way.
It is evident that a bank can lend money which it does not have to an amount of 80% of the loan.
As a result of these practices, the people of the world have been dispossessed of their own money, forced into debt without receiving anything in return.
"Debt-money" is the instrument which the "exploiters" have used in order to become the real puppet-masters of history.
The people have really and truly become cows to be milked.
The banking system expropriates the national community and forces them into debt by lending what is in fact owed to them. This means that at the act of issue, the cost of money is already 200%."
Thanks to unlimited amounts of money, this organization has developed a perfect mass media brainwashing system.

Global derivatives market is now estimated over a $1 quadrillion.
Living on a debt = living on a war.
Everything we produce is a debt based "wealth".
The more we work and produce, the more we go into debt.
More money supply = more debt.
Deceiving people into thinking that debt is a wealth, is a fraud.
This kind of fraud is a crime.
Around 50% of the world's (debt based) wealth has disappeared in the last few months.
World governments are united in frenetic efforts taken to create new money (debt).
It's evident that a few months of money (debt) creation will hardly pay off 300 years of debt based "wealth" creation.
This is exactly the reason why, even if today we have more money than ever in history, even if the money supply has increased more than ever in the last few months, we found ourselves in a biggest crisis in world history.
We have a big problem in front of us:
for decades, the most famous bankers and politicians teached us that we live in the world of free market and competition.
How is possible that we're all losing and "nobody" wins?
Because the debt money is used by a global elite as a financial weapon of mass destruction.

The Invasion Of Iraq - A Forgotten Humanitarian Disaster

The sixth anniversary of the invasion of Iraq is a sad occasion for the balance sheet: during six years of occupation 1.2 million citizens were killed, 2,000 doctors killed, and 5,500 academics and intellectuals assassinated or imprisoned. There are 4.7 million refugees: 2.7 million inside the country and two million have fled to neighbouring countries, among which are 20,000 medical doctors. According to the Red Cross, Iraq is now a country of widows and orphans: two million widows as a consequence of war, embargo, war again and occupation, and five million orphans, many of whom are homeless (estimated at 500,000). Almost a third of Iraq’s children suffer from malnutrition. Some 70 per cent of Iraqi girls no longer go to school. Medical services, not so long ago the best in the region, have totally collapsed: 75 per cent of medical staff have left their jobs, half of them have fled the country, and after six years of “reconstruction” health services in Iraq still do not meet minimum standards.
Because of the use of depleted uranium in ammunition by the occupation, the number of cancer cases and miscarriages has drastically increased. According to a recent Oxfam report, the situation of women is most worrisome. The study states that in spite of optimistic bulletins in the press, the situation of women keeps deteriorating. The most elementary supplies are still not available. Access to drinkable water is for large parts of the population a problem and electricity is functioning only three to six hours a day, and this in a state that was once a nation of engineers. More than four in 10 Iraqis live under the poverty threshold and unemployment is immense (28.1 per cent of the active population). Besides 26 official prisons, there a some 600 secret prisons. According to the Iraqi Union of Political Prisoners, over 400,000 Iraqis have suffered detention since 2003, among which 6,500 minors and 10,000 women. Torture is practiced on a large scale, and some 87 per cent of detainees remain uncharged. Corruption is immense: according to Transparency International, Iraq, after Somalia and Myanmar, is the most corrupt country in the world. The American Foreign Affairs journal calls Iraq “a failed state”. This is symbolised by the fact that Iraq, a state that has the third largest oil reserves in the world, must import refined oil on a massive scale. Authorities are on the verge of giving oil concessions for 25 years to international (also European) oil companies, though they have no mandate or legal authority to do so. Instead of being paid reparations for the enormous destruction wrought on the infrastructure of the country, entailing billions in oil revenues lost, Iraq is again in line to be robbed. There is large scale ethnic cleansing going on against the Turkmen, the Christians, the Assyrians and the Shebak. Kirkuk is being “Kurdicised” by massive immigration and illegal settlements (of Israeli inspiration) and its history falsified.
This data, referenced in numerous reports, was presented during an information session in the European Parliament organised by the BRussells Tribunal on 18 March by a panel of Iraqi specialists. On 19 March, there was a session in the Belgian Parliament where a national representative after the statement of Dr Omar Al-Kubaissi, a renowned Iraqi cardiologist and expert on health, frankly admitted that he had no idea of the scale of the humanitarian disaster. Who can blame him? In the European press we hear little or nothing concerning this humanitarian disaster. In the newspapers there is talk of elections, of an occasional bomb attack, of the political process, of the positive results of the “surge”, etc, but concerning the suffering the Iraqi people … next to nothing. We have fallen asleep and we console ourselves: Obama plans the retreat American troops; therefore the issue of Iraq is off the agenda. The truth is that we want to forget this humanitarian disaster, because the West is responsible. Of course, in the first and last instance the administrations of Bush and Blair, but also the Netherlands, Denmark, Hungary, Poland and Italy were part of the coalition and hence accessory while Antwerp was a vital transit port for the invasion. Therefore also Europe bears a heavy responsibility. How is it possible that we can dissimulate the impact of the war, which initially stirred world public opinion, in spite of the flow of shocking reports? “Darfur” sounds a bell meanwhile (and correctly so) as a sort of African holocaust, but the crimes against the humanity of a near “genocidal” scale in Iraq are swept under the carpet. If the press does not do its job, how can public opinion be touched? Even activists and well meaning politicians are not on the level. This type of disinformation, and the indifference that comes with it, one could call a form of negationism, or at least a type of immoral ignorance. Wir haben es nicht gewusst, we will say. But the people of the Arab region will not forgive us. Let this be clear.

'Torture' Could Haunt Bush Officials

In what may turn out to be a landmark case, a Spanish court has started a criminal investigation into allegations that six former officials in the Bush administration violated international law by creating the legal justification for torture in Guantanamo Bay.
The officials named in the 98-page complaint include former Attorney General Alberto Gonzales, who once famously described the Geneva Conventions as "quaint" and "obsolete."
Others include John Yoo, a former Justice Department lawyer who wrote the so-called "torture memo" that justified waterboarding and other extreme interrogation methods for terror suspects.
Also named are: former Under Secretary of Defense for Policy Douglas Feith; former General Counsel for the Department of Defense William Haynes II; Jay S. Bybee, formerly of the Justice Department's Office of Legal Counsel; and David S. Addington, former chief of staff and legal advisor to former Vice President Dick Cheney.
At the time of writing, ABC was unable to reach any of the officials for comment. Feith was reported to have said he was "baffled by the allegations."
In an opinion column in the Wall Street Journal on March 7, Yoo said the Obama administration risked harming national security if it punished lawyers like himself. Why a Spanish court? Because the famous Spanish judge in the case, Balthazar Garzon, says four Spanish citizens formerly held in Guantanamo claim they were tortured there, and that Spain therefore has jurisdiction in the case.
The complaint says that the American officials violated international law, specifically the 1984 Geneva Convention Against Torture, signed by 145 countries including the United States and Spain.
It says the officials created the legal justification for torture. Not that they were in the torture room, but that they twisted the law , to justify the unjustifiable.
Garzon has an international reputation as a crusader against human rights violations, and has been outspoken about the treatment of prisoners at Guantanamo Bay.
One of the Spanish lawyers who drew up the complaint, Gonzalo Boye-Tucet, told ABC News that arrest warrants could be issued "within weeks, maybe even days."
"The judge will first issue subpoenas, to give the American officials time to show up in court here in Spain. If I were in their position, that is what I would do," he said, speaking from his office in Madrid.
"But if they don't appear, arrest warrants would be issued, maybe even the next day," he said. "The process could move very quickly."
The question then would be whether the United States would allow their extradition.
Kenneth Roth, the director of Human Rights Watch, said he doesn't think that will happen.
"I think it's unlikely that the Obama administration will extradite anyone who is indicted in Spain for torture," Roth told ABC News. "But clearly if these people travel (outside the United States) they risk arrest."
Even if the United States won't extradite the officials, the case could end up putting pressure on the current administration to investigate them itself, Roth said.
"If the Obama administration follows the letter of the law, it will be under an obligation either to extradite these officials, which is unlikely, or to prosecute them, and hopefully this will be a spur to do the right thing, to prosecute, to investigate ... people who have been responsible for creating the legal justification for torture," he said.
Prosecutions under the Torture Convention are rare. But in October 2008 a court in Miami convicted Chuckie Taylor, son of the former Liberian President Charles Taylor, and sentenced him to 97 years in prison for torture committed in Liberia.
The Bush administration praised the verdict as a great day for justice. Charles Taylor is currently in the Hague on trial for war crimes.
Judge Garzon's most famous target was Gen. Augusto Pinochet, the former dictator of Chile who was detained in 1998 under the judge's warrant while he was visiting London for medical treatment.
British authorities kept him under house arrest for two years before he was allowed to return home to Chile, because his lawyers said he was too ill and infirm to stand trial. He lived on for eight more years and died peacefully, without ever facing trial.
The case of the six Bush-era officials will almost certainly come up when President Obama meets Spanish Prime Minister Jose Luis Zapatero for a bilateral meeting during the Summit of G-20 leaders in London next week.

Toxic Debts Could Reach $4 Trillion, IMF To Warn
Toxic debts racked up by banks and insurers could spiral to $4 trillion, new forecasts from the International Monetary Fund (IMF) are set to suggest.
The IMF said in January that it expected the deterioration in US-originated assets to reach $2.2 trillion by the end of next year, but it is understood to be looking at raising that to $3.1 trillion in its next assessment of the global economy, due to be published on April 21.
In addition, it is likely to boost that total by $900 billion for toxic assets originated in Europe and Asia.
The IMF's new forecast, which could be revised again before the end of the month, will come as a blow to governments that have already pumped billions into the banking system.
The IMF's jump will come as little surprise to economists who have suggested that the bad debts will be much higher than anticipated. Nouriel Roubini, chairman of RGE Monitor, expects bad debts from US-originated assets to reach $3.6 trillion by the middle of next year. This figure is expected to rise when bad debts from assets elsewhere are calculated, he said.

In a speech marking the anniversary, Kagame addressed nearly 20,000 people gathered at a symbolic location in Kigali -- as survivors hissed at a "failure of humanity" and recounted fooling the butchers responsible for the orgy of violence by lying among dead bodies.
Some 5,000 people were slaughtered just at the Nyanza site for Tuesday's commemoration. That massacre came four days after a deadly attack on Belgian United Nations peacekeepers that led the troops to withdraw -- which Kagame said made the outside world "guilty."
The April 7, 1994 attack by Rwandan forces claimed the lives of 10 Belgian troops.
"We are not like those who abandoned people they had come to protect. They left them to be murdered. Aren't they guilty?" Kagame said of those who commanded the UN presence.
"I think it is also cowardice. They left even before any shot was fired. We are not cowards. They (the international community) are part of that history and the root causes of the genocide," Kagame added.
The secretary general of the country's genocide survivors group, Ibuka, said the site in Nyanza marked the "failure of the international community."
"It is the failure of humanity as a whole," said Benoit Kaboyi.
Venuste Karasira, who survived the attack in Nyanza, said they were "certain their (Beglian troops) departure sealed our fate."
"The Interahamwe (Hutu militia) surrounded us. They opened fire and threw grenades. We were all lying in pools of blood. I was among dead bodies, covered with blood and pieces of flesh. They thought I was dead," Karasira recounted.
Rwanda declared a week of national mourning and Kagame placed a wreath at the hill site in Nyanza and lit a torch in memory of the victims, mainly minority Tutsis and moderate Hutus killed across the small central African country by extremist Hutu militia during the 100-day wanton slaughter.
Kagame also led a symbolic burial of a victim's remains with the crowd marching past a monument to pay homage to all the genocide's victims.
The ceremony was marked with prayers and choruses by a children's choir who sang of hope.
"As we remember, life must go on. We must continue to build a better future," said Kagame. "We have done very significant and tremendous progress.
"Our future, no one can decide it for us. We have to continue to move and look forward," he added.
Kigali has repeatedly accused the world of not doing enough to hunt down genocide perpetrators still at large -- and some nations, notably France, of failing to acknowledge their role in allowing the killings.
Hundreds of suspects sought over their involvement in the killings are living in countries including Belgium, Canada, the Democratic Republic of Congo, France and Kenya.
Kagame, whose then Rwandan Patriotic Front rebel group took over in the aftermath of the genocide, has ruled the country since bringing an end to the massacre.
His Tutsi-led government has been criticized in recent years for keeping ethnic animosity alive even after the genocide by labelling its political foes "divisionists."
Rwanda's criminal investigations department has identified over 2,000 cases of murder, torture and intimidation of genocide survivors recorded since 2007.

Behind the Numbers Redux: How Truth is Hidden, Even When it Seems to Be Told

The International Rescue Committee in late January 2008 released a new report on the mortality in the war-torn Democratic Republic of Congo. The report caught the eye of some news agencies, who quickly whipped up trite little articles as supposed expressions of horror. Over and over it has been declared “the world’s forgotten crises.” There are reasons why Darfur is in the crises of the day, the poster crises, and why Congo is hardly mentioned.1
However, the story of war and plunder in Congo is not unreported. It is a story that has been censored, manipulated, and covered up even while it is ostensibly being told. Plenty of information has been published about the war in the Democratic Republic of Congo, and plenty of this is flak, designed to whiteout the truth, and help keep the real story buried, and that includes the truly honest representations of war and suffering in Congo that have been published. Just because the mainstream doesn’t cover it, doesn’t mean it didn’t happen. This is the falsification of consciousness.
While the true death toll in Congo over the past series of wars—for the Congolese it is one long contiguous war—will never be known, it is far higher than the IRC figures. In the IRC’s tidy statistical equations there is no recounting the ordeal of the millions of people who have disappeared into the swamps, the tropical forests, the mass graves, torture chambers and death camps, or after crossing borders. The entire exercise in counting the dead is another way to do little to stop it. The IRC is about profits, but that is not all.
The International Rescue Committee has been described in the past as the ideal instrument of psychological warfare, and it is. This is exactly what is going on with the IRC today, and more, when the IRC—heavily subsidized by the very same profiteers—sends its body counters into Congo. But the IRC is not only the ideal instrument of psychological warfare, it is also the ideal instrument of intelligence gathering. The IRC capitalizes on their access to refugee populations, conflict areas and individual refugee encounters and interviews to gather intelligence on armed groups, leadership, resources, weapons and geographical conflicts, information that is selectively used to serve the greater interests of the IRC and its partners.
America’s Secret Warriors
Amongst the trustees or overseers of the International Rescue Committee is Henry Kissinger, a man whose interests run very deep in Congo. Henry Kissinger is tied to Freeport McMoRan (FXC) and FCX is all over the copper and cobalt show in Katanga. FCX director J. Stapleton Roy was Assistant Secretary of State for Intelligence and Research under Madeleine Albright, 1999-2000, during the Clinton administration invasions of Rwanda (1994) and then Congo/Zaire (1996); Roy retired to join Kissinger Associates.2
Another Kissinger Associates principal is Lawrence Eagleburger, who has past affiliations with the defense and intelligence insider Scowcroft Group, and has been a director of Halliburton Corporation since 1998. Scowcroft Group founder Brent Scowcroft served as the National Security Advisor to Presidents Gerald Ford and George H.W. Bush and, 1982-1989, he was Vice-Chairman of Kissinger Associates.
Walter Kansteiner, a National Security insider for the Clinton and G.W. Bush administrations and a “principal member” of the Scowcroft Group today, is a director of Moto Gold (operating in blood-drenched Ituri, Congo) and of the military-based “conservation” organization, the Africa Wildlife Foundation (Washington D.C.), that is backing mercenary activities in the Congo’s Virungas Mountains region under the cover of gorilla protection.
Another Kissinger Associates director is Belgium’s Viscount Etienne Davignon, one of the Congo’s most lasting and current enemies. Davignon was directly involved, 1964-1965, in the code-named “Dragon” operations that installed the “kleptocrat” Mobutu and seeded the beginning of the end for millions of Congolese people.3,4 Davignon is also a close associate of Donald Rumsfeld through the bio-warfare production company Gilead Sciences.
The IRC board includes Samantha Power, the Founder of the Carr Center for Human Rights at Harvard and Pulitzer-prize winning author of A Problem from Hell: America in the Age of Genocide, the book that peddles genocide inflation on the one hand (regarding Rwanda, Yugoslavia and Sudan), and genocide denial on the other (regarding Congo, Uganda and Rwanda).5
The IRC “Freedom Award” for “extraordinary contributions to the cause of refugees and human freedom” has been given to some of the genocide inflators and deniers. In 1987 it went to John C. Whitehead and in 1992 to Cyrus Vance, two men with historical ties to covert operations in Congo, for example, through their National Security Agency and CIA insider status, and two men tied to the Maurice Templesman empire behind the plunder of Congo/Zaire for decades.
U.S. Congressman Donald Payne is one of those “friends of Africa” who hangs in the Andrew Young and Maurice Templesman crowd. His role as Ranking Member of the House Subcommittee on Africa, Global Human Rights and International Operations in the Bush administration is one of his more stellar performances, a sad disappointment and complete betrayal to Africans and African-Americans.
In 1993 the “Freedom Award” went to Dwayne O. Andreas, the Archers Daniels Midland executive and top U.S. congressional campaign funder whose company makes sure there are starving refugees. ADM is deeply tied to Robert Dole and Andrew Young, the latter counting ADM as his many top clients at PR firm Goodworks International. Young is also deeply connected to the client regimes in Rwanda and Uganda—the chief protagonists in the Congo wars.
In 1995 the IRC’s “Freedom Award” went to Richard Holbrooke; in 1996 to Madeleine Albright; and in 2004 to General Romeo Dallaire. All three people were pivotal to the U.S. covert operations and the subsequent massive refugee displacements and mortality in Central Africa. Holbrooke and Albright are also culpable in crimes against humanity in former Yugoslavia, Haiti, Sudan and Iraq.
Finally, the “Freedom” award was shared in 2005 by William J. Clinton and G.H.W. Bush; Clinton launched the wars in Rwanda and Congo with the background support of his predecessor; Bush’s “humanitarianism” includes massive state destabilization, terror networks, torture, coups d’etat and war on sovereign nations.
The International Rescue Committee is not a neutral or purely “humanitarian” organization. The IRC has a deep history of nefarious activities going far beyond relief operations. The IRC is also a huge financial operation providing scads of executives and business people with scads of income in ways that do not help to alleviate the war or suffering, but rather exacerbate it. While the IRC claims 90% of its funds “are spent on refugee programs and services,” much of this money never hits the ground in Africa, what does often barely touches the life of a refugee. Amongst the IRC’s biggest funders are HSBC bank, GE, and Goldman Sachs, all involved in Congo’s blood diamonds plunder, and Pfizer and Gilead Sciences (the Davignon-Rumsfeld company). The IRC’s involvement in Congo—a mortality study—involves deeply political but generally hidden motives. Why doesn’t the IRC focus on feeding the living instead of counting the dead?
The Horror, The Horror
Beyond the simple calculus of the IRC’s highly political bias and interests, and cloaked in a smokescreen of neutrality, the mortality assessment is flawed. The IRC considers only the period of 1998 to 2007, excluding the first phase of the war, the U.S.-backed overthrow of Zaire and coup d’etat against Mobutu Sese Seko, 1996-1998. The IRC excludes this period for multiple reasons. (Requests to the IRC for comment were not answered.)
One of the obvious reasons is that the Pentagon was directly involved, 1996-1998, along with the private U.S. military companies Military Professional Resources Incorporated, and Kellogg, Brown and Root (Halliburton). Just as happened with the massive bloodletting in Rwanda, and premised of course from the start on the examples of selective justice at the Nazi Nuremburg trials, the international system manipulates statistics, dates, and timeframes partly to shield those agents who might otherwise be subject to some kind of future reckoning, and partly to serve the falsification of history and fabricate a false consciousness.
The IRC excludes the period 1996-1997 to shield the governments of now military President Paul Kagame, in Rwanda, and Yoweri Museveni, in Uganda, and their inner circles and extended networks of syndicated, organized crime.
In 1995 and 1996, the Rwandan Patriotic Army/Front (RPA/F) and their partners and backers, the Ugandan People’s Defense Forces (UPDF), the Pentagon, MPRI and assorted other mercenaries, laid the groundwork for their imminent war by engaging Zairian territory through significant cross-border covert and terror operations from Uganda and Rwanda. In October 1996 there were at least 1.5 million Rwandan and Burundian refugees in eastern Zaire, according to most refugee agencies. The full-scale invasion began more formally when the RPA/UPDF proxy forces shelled the refugee camps. This was in violation of international humanitarian law, and it was a pivotal event to understand, because it was a replay of the events of October 1990, whereby the RPA invaded the territory of a sovereign government: Rwanda. Only this time it was eastern Zaire, and it involved the shelling of Hutu refugee camps.6 These are egregious crimes of international law.
France reported at the time that there were 1.2 million refugees and the United States insisted there were only 700,000, and the U.S. took the disingenuous line that all the refugees went back to Rwanda. They did not.
Hundreds of thousands of unarmed and innocent men, women and children were driven west, north, and south, running in fear for their lives from the allied invading forces who they knew from experience over the previous six years to be bloodthirsty killers. Many also were forced back to Rwanda where the RPA was targeting them. The RPA/UPDF forces hunted down and killed hundreds of thousands in a clear case of genocide. The names of the U.S. officials, the RPA and UPDF commanders and Congolese collaborators are all very well known to those who were on the ground or involved at the time.
One of these is long-time UNICEF executive Nigel Fisher, who is today also a member of the Advisory Council of the Diamond Development Initiative, a program run by and for the diamond industry but meant to put a reformative face on corporations and syndicated crime networks that for decades have plundered the Congo. Fisher was the UNICEF Special Representative for Rwanda in 1994, and he led that agency’s post-genocide [sic] recovery operations [sic] in the Great Lakes region of Africa (Rwanda, eastern Zaire, western Tanzania and southern Uganda) in 1994-1995. This places him squarely in the know about the massive genocidal killings and other crimes against humanity that occurred as the Rwandan military (then the Rwandan Patriotic Army) under current President Paul Kagame and the Ugandan military under President-for-life Yoweri Museveni first shelled the refugee camps and then marched across Zaire committing genocide.
So right off the bat we can add between 200,000 and 800,000 deaths to the new IRC mortality figures (and the 200,000 would be a very conservative figure).
Finally, the IRC is known for its long history of involvement in CIA and NSA activities, including shipping or transporting weapons.7 According to a top United Nations investigator, the IRC moved into bases in eastern Zaire in 1996 and started shelling the refugee camps with heavy weapons. Here is the direct quote: “The IRC took over some bases near the refugee camps and started shelling the camps with heavy weapons.” (Name withheld for confidentiality.)
The IRC has spent millions of dollars analyzing the “impact of conflict” in the Democratic Republic of Congo but they have said nothing of substance about the parallel economy of plunder that is enriching some of the same organizations that support their “humanitarian” programs. Their recent report is a glossy brochure offering a pornography of violence.
How stupid and blind do they think people are? How stupid and blind are we?
At the same time, the IRC has received massive “loans”—in the millions of dollars—over recent years from the U.S. taxpayer-funded Overseas Private Investment Corporation. What happens to all these OPIC funds?
In the new IRC report about mortality in Congo there is not a word about the causes of the ongoing strife or the structural factors which have made this holocaust possible, and perpetuate it.
Things Go Better with Blood
Offering their only real reason for the high mortality rates, the IRC states:
“Recovery from conflict is a slow and protracted process. The persistent elevation of mortality more than four years after the official end of the 1998–2002 war provides further evidence that recovery from conflict can take many years, especially when superimposed on decades of political and socioeconomic decline.”
This is nonsense. When hurricane Katrina hit, it was, after a brief delay, a rapid intervention process that established a chain of U.S. military command posts across the gulf coast. Troops, helicopters, tanks, and private military armies were quickly sent in, not to rescue people, but to secure the facilities of the US military and defense contractors, shipyards, banks and the high-end economic zone. It was all very efficient, hundreds of millions of dollars of U.S. taxpayer’s money was squandered on professional killers who, fresh from Iraq and Afghanistan, did the only thing they seem to know how to do, they killed people. But the point is that the U.S. government moves mountains when it wants to, and quickly.
Recovery from conflict “is a slow and protracted process” because there is an ongoing policy of intentional depopulation in Africa. The United Nations Observers Mission in Congo (MONUC) spends about 40-45% of its billion dollar budget on airplane contracts flying around central Africa, and this goes to big business. There is never any problem shipping in weapons, and—offering a rather stark and poignant and undeniable example of the way things work and don’t—Coca Cola trucks ship coke all over the place, even in rural areas. Full stop.
Think about it.
There are no books and no bookstores in Congo for a reason. Starvation is widespread and there are food and grain shortages because of, and not in spite of, the United Nations and the IRC and the World Food Program and its ties to Robert Dole, Archers Daniels Midland, ConAgra and—a Henry Kissinger link—Continental Grain. There are shortages of health supplies and high rates of disease for a reason, and it is not because this is the “heart of darkness” or any other racist foolishness.
Coca Cola is not a healthy beverage for malnourished and starving children with no access to dental facilities. More importantly, Coke director Donald F. McHenry is a President of the IRC Group, a Washington DC consulting firm whose connections to the International Rescue Committee are difficult to ascertain. Former Ambassador Andrew Young, Madeleine Albright, George Soros, Lawrence Eagleburger, Frank Ferrari, Donald Easum, Donald F. McHenry and Frank Carlucci all frequently surface like tentacles of the Templesman octopus and most of these are tight with the intelligence apparatus, and all have ties to the flak producing CIA ciphers the Africa-America Institute and the Corporate Council on Africa.
IRC President and Director George Rupp is also a director of the secretive and euphemistically named Partnership to Cut Hunger and Poverty in Africa, a right-wing Judeo-Christian front organization. Other PCHPA directors include Ugandan President Yoweri Museveni, Robert Dole and David Beckman from the equally fundamentalist Christian front group Bread for the World. The Museveni government has forced 1.3 million Acholi people onto death camps in northern Uganda and denied them humanitarian relief.
Starvation happens not because this is Africa, or the Congo, it is because we are witnessing the most devastating example of predatory capitalism and heartless, absolute greed, combined with a spiritual crises—in the “first” world—of unprecedented proportions. The long term control of Congo’s resources is best served by eliminating as many black people as possible. The capacity to control Congo’s resources is enhanced by spreading terror, uprooting people, destroying families, sowing distrust and hatred. It is called divide and conquer and it is the oldest trick in the book of European conquest. The word that best describes the portfolio of psychological, emotional, physical, social, cultural and political effects of such campaigns of destabilization and terror is DERACINATION.
And all the while the humanitarian “misery” industry is raking in billions of dollars on programs to “help” the Congolese people, and universities create new programs and departments to train the privileged “development” work force, all to create and institutionalize dependency. This is structural violence, and it is part of a cycle of perpetuated wealth and privilege. It is managed inequality.
This is the U.S. foreign policy in action. The IRC merely institutionalizes the false framework of thinking that supports war and plunder and the entrenchment, rather than alleviation, of structural violence. Behind the psychological warfare the picture in Congo is very different, and the responsible forces are easily identified.
The Falsification of Consciousness
Here’s how the system projects—and inculcates—the falsified consciousness about Africa that people in the West are blinded by.
One of the long term dictator Mobutu Sese Seko’s right-hand men was Albert-Henri Buisine, a French mercenary-pirate who worked on the Kamanyola, the luxury yacht where Mobutu arrived by helicopter to receive foreign backers and “VIP” cronies. While Mobutu frequently visited the White House, Brussels, Paris, Tokyo, Geneva, London—and sometimes Tel Aviv—he regularly received his cronies and patrons on his yacht in Zaire.8
Protected by Albert-Henri Buisine and Israeli mercenary Meir Meyouhas—and a slew of crack black intelligence operatives—Mobutu received his guests. Hundreds of people came and went from Zaire over the years, and these included Secretary of State Henry Kissinger; Vice-President George H.W. Bush; Ambassadors Andrew Young and Jean Kirkpatrick; and mercenary Frank Carlucci. Diamond tycoon Maurice Templesman dined often with Mobutu on the Kamanyola, sometimes with his lover, Jacqueline Kennedy Onassis, often with his Zaire-based diamond agents like Jerry Funk or James Barnes, and with De Beers agents like Nicky Oppenheimer or Nick Davenport.9
The Templesman and De Beers empires exist today in Congo in their modern forms, and many of the same agents of the Mobutu period are connected to policies or actions that perpetuate suffering and violence in Congo and Angola and South Africa today. It is important to note, also, that the Templesman blood minerals machine has heavily subsidized the campaigns of the democrats, including recent fascist manifestations, Barrack Obama and Hillary Clinton. In the final counting, Hillary Clinton has done more damage to Africa than Obama (but there is still time).
On May 11 and 12, 1990, Mobutu’s shock troops—including the Israeli-trained Special Presidential Division (DSP), SARM and National Gendarmerie—attacked the campus at the University of Lumumbashi, and they killed hundreds of students, at least, while countless more were tortured and brutalized. The U.S. Central Intelligence Agency station in Lumumbashi supported the atrocities and cover-up. It sounds like a long time ago, but the players are still around. Some, like James Barnes, Maurice and Leon Templesman, and Nicky Oppenheimer, are still running big operations in Africa.
What was Albert-Henri Buisine’s role in protecting the Mobutu dictatorship and perpetuating such atrocities and where is Mobutu’s old mercenary bodyguard today?
Well, Mobutu’s French mercenary bodyguard Albert-Henri Buisine surfaced in October, 2007, in a Harper’s magazine article by Bryan Mealer, a journalist who formerly freelanced with the Associated Press and The Independent (London). Buisine is no longer a private military agent serving the terror apparatus of a Cold War dictator; he is the loquacious captain of a barge pressing 2600 tons of cargo up the Congo River (for his private shipping company and substantial personal profit). One hundred years after Joseph Conrad’s Heart of Darkness we have a white American AP journalist retelling his unfathomable voyage up the Congo.
And there’s the nostalgic Captain, a reluctant French mercenary-terrorist-turned-pilot-profiteer, who for 16 years, against his will, Mealer tells us, served Mobutu reluctantly. “He was chained to Mobutu's shadow at all times, even living four straight years aboard the lavish presidential yacht, the Kamanyola, as it drifted aimlessly down the Congo River.”
Drifted aimlessly? Chained to Mobutu’s shadow? Hardly. This is fiction. There are deep cultural stereotypes and subliminal fault lines at work here that have been inculcated through decades of propaganda about Congo/Zaire. There is nothing but dross in Mealer’s account, no mention of the brutalities suffered by Congolese people, the strike-breaking and student massacres, or the rented crowds chanting “Mobutu! Mobutu” and the empty slogans of Mobutu’s Movement Populaire de la Revolution party. There is no mention of the hated Special Presidential Division terror apparatus, the illegal arrests and detention without trial, the tortures at underground dungeons like the “OAU-2” or the “corridor of death” in Kinshasa. It is all rendered nostalgic, and the plunderers of the past are painted as unwitting victims who missed their lot in life. The story casts the standard dispersions of pathos on the white exploiters, and this works to displace the attention from their past and often current criminality.
“Buisine now led the simple life of a river rat,” Mealer tells us, “making his run six or seven times a year,” pointing out “whirlpools roiling in the deep spots, crocodiles camouflaged in the mud, or, along a wooded island, a tree whose leaves cured hemorrhoids.” 10
Harper’s never mentions the agents of repression in such places, because the American public is all too happy with the vainglorious version of the beleaguered white hero challenging the savagery in the heart of darkness. How many stories about Congo involve a River and a Great White Hero challenging the savagery and darkness of the forest? Harper’s tells us nothing about Congo: it is the usual racist nonsense meant to displace the truth. The story is “good” reading, but it is fiction, a mirror reflecting our whiteness back to us. The author even claims that the natives communicate by drums so that villages along the river know the boat is coming before Buisine and the heroic white journalist arrive upstream. This is the falsification of American consciousness.
To cap the Harper’s silly whitewash, the photographer that traveled up river with Mealer is based in Kigali, Rwanda, and everyone in the region knows that you cannot work in and out of Rwanda today and still be telling the truth. Finally, Harper’s publisher John R. MacArthur is described by his magazine company as a “tireless advocate for human rights.”
And that is why we have more than 10 million dead in Congo since 1996, and millions more in Uganda and Rwanda. These nightmare numbers are the products of the Bush-Clinton-Bush administrations, a contiguous unfolding of fascism in America.
I traveled on this river more than once: in 2007 I also swam two-thirds of the way across it (at Lukutu, where I hit an island and turned back); I also swam across the tributary Lomami (2007) and Lopori (2006) rivers. The Harper’s production mirrors the obliviousness of white men in Congo and the even greater obliviousness of white editors, and it is all to satisfy the voracious obliviousness of increasingly stupefied readers.
Been there, done that. Now it is time for us all to grow up.
Plantation Slavery in the Heartland
At the height of the supposed disintegration of Zaire—mid-1980’s through the mid-1990’s—the Blattner family was rapidly expanding their operations and consolidating power. The previous and already vast empire in Zaire was established by James Blattner as the Group Agro Pastoral (GAP), and this was later divided up amongst sons David and Elwyn (Daniel’s role in Congo is uncertain), who scooped up plantation after plantation, concession after concession, becoming involved in transportation, shipping, aviation, telecommunications, agriculture, logging and construction. Elwyn Blattner’s father-in-law, Shimon Razin, also runs a company, Safgaz, in Congo, when he is not in Tel Aviv, and the Blattners send their children to elite colleges in Europe. In 2003, Elwyn Blattner was President of the Communaute Israelite de Kinshasa.11
The Blattner empire today is perpetuating massive suffering in the interior, with slavery and all the abominations of paramilitary fiefdoms occurring on the Blattner plantations.12 None of this has been reported, but for those who wonder how the mortality rate in the interior of the Congo could be so high—a sudden flash of awakening with the release of the January 2008 International Rescue Committee statistics—the answer lies in the capitalist enterprises of the Elwyn Blattners, the Maurice Templesmans, the Etienne Davignons and Nicky Oppenheimers, and the IRC itself. The Blattners frequently travel back and forth from Congo to the United States, Belgium, Tel Aviv and South Africa. On August 2, 2007, for example, David Blattner and family attended a lavish Bar Mitzvah of friends in Israel held at the Sheraton Hotel in Tel Aviv. On the same day, the second of August, 2007, at least 1500 people died in the Congo.
What is the IRC’s relationship to the plantation slave-drivers and how did the IRC statistically figure the higher mortality rates on plantations run by the Blattner or George Forrest Groups in rural Congo?
It Takes a Village
By the late 1990s, the guarding of the diamond concessions in Zaire had ceased to operate under a single chain of command and had become increasingly militarized by thugs of all stripes. Atrocities mounted during the heaviest war years, but violence continues in these areas today.
Katanga has repeatedly been described as the province of “forgotten strife.” In the past decade alone, millions of people have been dispossessed of their livelihoods, their land, their futures and their lives, and the mining in Katanga and Mbuji-Mayi has been going on since the end of the Leopold era.
Entire villages have been sacked and burned by militias and in some almost every woman has been raped during military campaigns of the past few years.13 More than 5000 children have lived on the streets in the center of Mbuji-Mayi town in the past few years—yet another generation of Congolese leaders lost—and recent systematic massacres of street children have occurred at the hands of militias, political groups and security forces.14
How does the IRC mortality study factor in the deaths of street children murdered in Mbuji Mayi?
After a century of exploitation and slavery, we find the DRC’s huge state diamond firm, MIBA, consistently withholding payment of salaries to starving Congolese laborers and middle managers for months at a time. April and May 2007 saw strikes and protests leading to the Kabila government’s arbitrary arrest, detention and torture of trade union organizers like Leon Ngoy Bululu; police have also shot protestors.15 So-called ‘illegal’ diamond workers—disenfranchised local Congolese people forced into “criminal” activities to survive—were summarily executed on MIBA concessions in Mbuji-Mayi. The BBC, in August 2006 reported that MIBA security guards were sniping unemployed diamond miners.16 Of course, the BBC never gives us the deeper story, it is only for expedience and some interest somewhere that they are saying anything revealing at all.
Katanga is the Democratic Republic of Congo’s southernmost province, and it is the world’s richest mining metropolis, with the poorest people in the world. Part of the vast copper belt that stretches across northern Zambia and southern Congo, Katanga is home to unprecedented human misery. The Zambian copperbelt concessions over the border involve many of the same companies and interests mentioned above.17 But hundreds of billions of dollars are involved in these mining projects and they have no problems moving heavy equipment into the most rural areas, building runways, and shipping the product out.
IMMEDIATE AND RADICAL—GOING TO THE ROOT OF THE PROBLEM—INTERVENTIONS TO AID THE PEOPLE AND MITIGATE SUFFERING IN THESE AREAS COULD BE ACHIEVED IF THE CORPORATIONS WORKING THERE WERE HELD TO ACCOUNT.
But as long as people in the West gobble up the corporate do-nothing nonsense peddled by the IRC, CARE, Save the Children, Newsweek, the New York Times, the BBC and the International Crises Group, it is, indeed, hopeless.
Workers and communities in and around these mines suffer due to state orchestrated repression, chemical mining processes and toxic runoff, tuberculosis, immune disorders, racial discrimination and slavery. There are all the standard treatable maladies (typhoid, malaria, tetanus, polio, malnutrition) as well. However, such stories are off the agenda for the North American, European, Japanese, Australian and Israeli media corporations providing the mainstay of English language indoctrination meant to instill racial superiority and a vast ignorance and obliviousness that leaves westerns populations shaking their heads and wringing their hands and clicking their tongues, while all the while wondering “what is to be done?” It does not cross people’s minds that their own hands are dirty, that their own consciousness has been falsified, that change is possible.
Lies, Lies, Those Slippery (Petroleum) Lies
German diplomat Albrecht Conze is the deputy political director of the United Nations Observers Mission in Congo (MONUC). In an article in the German magazine Der Spiegel, after the first round of elections in August 2006, Conze “predicted” the inevitable return of white patronage in Congo. “It is like being the Congo’s foster parents,” Conze said, suggesting that such patronage is a blessing, rather than the curse that it is to the people of Congo. Conze continued to misrepresent the Western plunder in Congo by saying, for example, that the U.S. government's interest in rebuilding Congo is limited. After all, he said, the deeply Catholic country “contains neither oil nor terrorists.” 18
The above statement is consistent with the perpetual lies by powerful interests who benefit by always downplaying or hiding Congo’s (Africa) wealth.
The first petroleum refinery in the Congo—owned by Societe Congolaise Italienne de Raffinage (SOCIR), a joint venture between the Congolese government and Ente Nazioale Idrocarburi, Italy’s state-owned petroleum company—commenced production near the mouth of the Congo River in 1967. Under a five year contract signed in 1967, the crude for the refinery was supplied by Shell, Mobil, Petrofina and Texaco.19 Petroleum exploration occurred heavily off the Atlantic coast after 1968; production began in 1976 involving Chevron, Mobil, Unocal, Royal/Dutch Shell, Agip, TotalFinaElf, Teikoku Oil and the Japan National Oil Company. Recent onshore exploitation near the refinery involves Total, Pan Ocean Energy (UK) and Addax Petroleum (Canada).
The heartland of the Congo also has petroleum, and this is part of the reason for the unfathomable terrorism involving Western enterprises and agents and the concomitant rates of mortality in the interior. Petroleum reserves were discovered (but left dormant) by Chevron in the Equateur rainforest in the late 1970’s.20 By 1997 this vast concession—known as Cuvette Centrale for the former petit province—was held by Trillion Resources Ltd., established in Vancouver in 1987.21 The company is involved in exploration throughout Africa in association with Canadian mining companies such as Nickelodeon Minerals Inc., Oliver Gold Corporation and Skeena Resources Ltd. In DRC its activities have also involved mining in Katanga with DRC parastatal Gecamines. There is no doubt that Trillion and Chevron interests supported certain factions in Congo’s wars.
In Eastern DRC, petroleum under Lake Albert is being tapped on the Ugandan side by Canada’s Heritage Oil & Gas, Tullow Oil and Hardman Resources, supported by the organized crime syndicates involved with the Uganda “government,” which is itself another syndicated crime ring run by the Ugandan military, General James Kazini, and Museveni’s half-brother Salim Saleh. Further south near Goma and Bukavu, Lake Kivu is targeted by U.S. companies, working through the current dictatorship in Rwanda, for its massive methane reserves.
“This is an oil country,” the new Congo’s newly created Oil Minister Lambert Mende was quoted by Reuters to say, “not because of our current small production, but because there is major potential… Quite modestly, we expect nothing less than three billion barrels of reserves, and it's certainly more than that.” Reuters in July 2007 confirmed that onshore reserves remain untapped and largely unexplored in Equateur province in the north as well as under Lake Albert and Lake Tanganyika along the eastern border.22
As always, the exploiters try to minimize the awareness of the resources they are targeting. Contrary to the statement by MONUC’s German diplomat Albrecht Conze—as the Congolese, Rwandan and Ugandan people know all too well—the “terrorists” are all over Central Africa, even if some of them have never visited the country.
Conze’s behavior epitomizes white supremacy masked by “humanitarianism” and “peacekeeping” in Africa. The “peacekeeping” operations of MONUC, like the “humanitarian” or misery industry, are merely well-cloaked disguises for more predatory capitalism with the added insidiousness of a supposed and self-righteous “higher moral purpose” that allows the exploiters in the West to celebrate our “goodness” and our “humanity” and to claim that our hands are clean and, of course, that we care. But this is big business and nothing else. To question such things are themselves written off as complete heresy, and that is why MONUC does not take any notice of such writings as this one: good journalists produce tripe for Harper’s, they don’t point the finger at modern day conquistadors and attach blame to the names of U.N. officials, corporate executives, or high society philanthropists and diamond tycoons.
MONUC officials say nothing of substance about mining in Congo, which proceeds in parallel with the bloodletting, arms trading and extortion. For example, Anvil Mining has been involved in massacres in DRC.23 Anvil directors include former U.S. Ambassador Kenneth Brown, who served at U.S. embassies in Brussels, Kinshasa, Congo-Brazzaville and South Africa. Brown was Deputy Assistant Secretary of State for Africa (1987-1989) under George Schultz and George H.W. Bush and then Director of Central African Affairs (1980-1981). Meanwhile, the former top internal intelligence and security chief of the United Nations Observer’s Mission in the Democratic Republic of Congo (MONUC) has been worked for Anvil mining in Katanga since 2006.24
With top MONUC security officials taking high paying jobs with companies involved in the atrocities, one begins to see the nature of an organized, armed, free-for-all for Congo’s resources.
This journalist reported in July 2007 that MONUC officials were accepting kickbacks from warlord Jean-Pierre Bemba, and there is evidence of MONUC collusion with other individuals capitalizing on war and plunder in Congo.25 In December 2007, it was reported that a special task force for the United Nations “uncovered a pervasive pattern of corruption and mismanagement involving hundreds of millions of dollars in contracts for fuel, food, construction and other materials used by U.N. peacekeeping operations.” 26
But this is the tip of the iceberg and the United Nations actions are weak and, often enough, meaningless. Finally, the MONUC mission in Congo institutionalizes the inequality and suffering endured by Congolese people by maintaining double standards about labor and employment packages provided to MONUC employees who live in the host country: In August 2007 a major “stop work” strike was undertaken by Congolese nationals in the MONUC system due to the entrenched and continued injustices served on Congolese people working for the mission, in comparison with the more comprehensive employment packages provided to expatriate foreigners. The strike was almost entirely unreported by the MONUC public information offices. The international press—in keeping with their role as gatekeepers of suffering in Congo—investigated nothing and, in the end, they only parroted the official line.27
Unmanned Aerospace Vehicles
The United Nations and European Union Forces (EUFOR) involved in Congo are there to secure corporate resources and insure profits through military domination. Yet the cover story is hammered into the Western “news” consuming consciousness as a “humanitarian” or a “peacekeeping” mission.
Advanced technologies like Israel Aircraft Industries/Belgian Hunter UAVs (Unmanned Aerospace Vehicles) intelligence platforms are now used by Belgian defense forces in flying operations over Congo.28 Two UAVs have crashed in Kinshasa, killing one Congolese person and wounding 10 others, and the Israeli-Belgian fleet has deployed three more UAVs. Belgian Defense command indicates that the UAVs are to “collect information on road traffic and crowd activities.” 29 But the statement is a euphemism for maintaining the status quo of suffering, starvation, torture and dispossession in Congo, while further enhancing foreign military domination and expansion.
Three cheers for the rogue Congolese soldier with the battered Kalashnikov AK-47 whose single shot at one of the EUFOR’s robotic UAVs flying overhead (at 1200 feet) penetrated the wing joint, pierced a structural weak point and caused the wing to crumble and the UAV to crash. Of course, the poor man has disappeared into the dungeons of hell in Kinshasa, and he will go down in history as a criminal, rather than a hero whose expression of frustration and misery manifested in shooting down a $10 million dollar Israeli weapon with a pop gun.
The Belgian military described the man as a “lone gunmen with a known criminal record.”30 But the hubris of this statement defies articulation when we remember the known criminal records of the white men involved in devastating Congo, then Zaire, and now Congo, since the arrival of Henry Morton Stanley and his blood-rubber and hand-chopping-off enterprises in the 1870’s.
Where is the international rescue committee?
As of January 2008 there are consistent reports of starvation in Kinshasa, and reports of arbitrary arrest and illegal detention of men, women and children at security facilities, including underground torture centers, and this is certainly true all over the country. As of December 2007, those arrested as a “security threat” and held incommunicado in these Kinshasa dungeons include: Mimi Mboyo (19) and child (jailed >18 months); Angele (17) and child (jailed >24 months); Mianda Kadogo (19) and child (jailed >11 months); Nicolette Mukungu (20) and child (jailed >20 months); Bokungu (21); Olga (20) and child (jailed >13 months); Edjoka (29). The main security facilities in Kinshasa are Camp Tshiatshi, the Central Prison at Makala, Camp Kokolo, and the underground dungeon known as “corridor of death.” 31 |

My brain went into some kind of weird spasm when Zhou Xiaochaun, head of the People’s Bank of China, went on record as saying that he doesn’t trust the dollar to be the world’s reserve currency anymore, and wants, instead of gold, the International Monetary Fund to expand the supply of Special Drawing Rights (SDRs), which is just another stupid fiat currency, to use as the world’s reserve currency! Gaaahhhh!
I can tell by the way you are not screaming in fear and frantically clawing your way to the nearest exit in a generalized panic that you do not know what a Special Drawing Right is. So prepare to scream and claw when I tell you that – according to the Economist magazine, which I cite as a source since you never believe anything I say – an SDR is “a synthetic currency created by the IMF, whose value is determined as a weighted average of the dollar, euro, yen and pound”!
I deliberately put that exclamation point there at the end so that Junior Mogambo Rangers (JMRs) around the world and across this quadrant of the galaxy would not miss the salient fact that there is something Really, Really Weird (RRW) when these Chinese bastards are smart enough to reject an over-valued fiat dollar, but then being so stupid that they prefer, over gold, a basket of four fiat currencies, one of them being the damned dollar, along with their four corrupt governments, which collectively own the IMF by virtue of having funded the damned thing in the first place! Hahaha! Brilliant! Hahaha!
By this time I was laughing so hard that my stomach started hurting, which made me think that maybe I was hungry, and how maybe a taco would hit the spot right about now, which is Mexican food, as I suddenly suspected Chinese food for making them sound so ridiculous.
So my mind was whirling, whirling, whirling with many thoughts as Zhou went on to say, “Therefore, efforts should be made to push forward a SDR allocation. This will require political cooperation among member countries”, which (as I understand it) means that governments should stand ready with their armies to lend a hand to fellow governments around the world with the unpleasant task of killing rebellious civilians who will inevitably riot when they run out of food because they cannot afford to buy food because the damned American government is still deficit-spending, but now measured in the trillions of dollars per year, a demand met with excessive amounts of new money and credit created by the Federal Reserve, increasing the money supply, which in turn creates inflation in prices.
As usual, I get no feedback from the Chinese, perhaps thanking me for saving their economic butts by pointing out where they have been so stupid as regards this “gold money” thing by, you know, sending me a couple of tons of it, or even a fruit basket would be nice, ya know?
So, I figure that their ignoring me means that maybe they have discovered, with their famed espionage networks, that I am not the world-famous guy I say I am (“They call me Big King Mogambo (BKM) back home!”), but am just some sort of mental case or something, usually described by the newspaper as “local lunatic.”
So I figure that maybe someone of the stature of Bill Bonner here at The Daily Reckoning would have the desired impact, and so I tell them how Mr. Bonner writes that “one way or another…sooner or later, a new money system is bound to emerge. Most likely, it will have gold at its base. Why? Because in thousands of years of human experience, nothing better has ever been found.”
Well, normally, you would expect someone being told that nothing better than gold has been found that could be used as a store of value to suddenly slap themselves on the forehead (“Ow!”), and say “Hey! You’re right! Nothing has worked better as a long-term investment than gold, and so anything other than gold is a bad investment when the governments of the world are deficit-spending at record rates and the money supplies are expanding at such preposterous rates that the sheer volume of money sloshing around allows interest rates to be temporarily lower than the real rate of consumer price inflation, which is a condition that is so freakishly insane that just thinking about it should make synapses in your brain burn to a freaking cinder with an audible ‘ssss!’ when you comprehend the enormity of it!”
So, suddenly, you know something is wrong, and a chill overcomes you, when, even more mysteriously and spookily, the Chinese central banker says, “The scope of using the SDR should be broadened, so as to enable it to fully satisfy the member countries’ demand for a reserve currency”!!!
The three exclamation points indicates that I am on Full Mogambo Alert (FMA), as I now know that Chinese bankers are as duplicitous as all the others; he is proposing to create as much SDR money (which is just another fiat money composed of the fiat dollar, the fiat euro, the fiat yen and the fiat pound) as anyone in the world wants! Which is the problem that got us into the mess we are in, for crying out loud!
Even more bizarrely, he states some ridiculous benefit of, “Compared with separate management of reserves by individual countries, the centralized management of part of the global reserve by a trustworthy international institution with a reasonable return to encourage participation will be more effective in deterring speculation and stabilizing financial markets”, which means that no country will have any reserves at all, and some mysterious “trustworthy country” acceptable to China means that China will hold all of the reserves, and therefore be calling the shots of the new currency, and since nobody has any reserves, they will be under complete control of the IMF, which will be under the control of China! Gaaaahhhh!
Well, you know I must have hit a nerve, because they don’t answer me and thus quell my howling outrage and fear from even contemplating such a scary thing, and instead, they go on “The participating countries can also save some reserve for domestic development and economic growth”, which makes you go, “Huh? What in the hell are you talking about keeping ‘some’ for our own use? What else would I be using it for, you stupid putz?” |

The accounting profession might seem like the last place that you’d find serious political hanky-panky going on, and it’s probably not on very many people’s A-list of fun subjects to read about, but the Financial Accounting Standards Board, a quasi-governmental body that has statutory authority to regulate and establish the rules by which public companies, including banks, do their books, has just caved in to pressure from those banks and from the large number of members of Congress who pocket huge piles of campaign swag and perks from those banks and other public companies, and gravely undermined the integrity of corporate balance sheets.
This may sound incredibly arcane, but what the FASB has done is declare that assets held by companies (including banks) on their books will no longer have to be valued at their current market value. Under new guidelines, effective retroactively to March 15, these assets can now be valued at what the corporate managers think (or pretend to think) they will be worth at some time in the future when they might try to sell them.
Think about it for a minute. Say you own a house, which you might have bought 10 years ago for $200,000, using a $180,000 mortgage. Today, depending on where you live in the country, that house might be worth as little as $100,000. If you still owe $100,000 on your mortgage, that would give you a net worth of 0 (a lot more than what Citibank and Bank of America are worth today). Now let’s say you want to go out and buy a $20,000 car on credit. The auto dealer, before extending you a car loan, will want to know what your net worth is. Under market-to-market accounting rules, you would have to say that your net worth is 0, and you probably wouldn’t get a loan—especially if your employment, like that of many Americans, is iffy, and you’re carrying a big balance on your credit cards. But under the new FASB guidelines, if you were to be treated like a bank, you could estimate the value of your house as $200,000 (the price you paid for it), or perhaps even $250,000 (the price you “expect” it to get when you decide to sell it). You have no real way of knowing whether your house will ever return to being worth $200,000. For all you know, it could fall further over the next five years to $75,000 or $50,000, but that doesn’t matter. You, the owner, are saying that your “reasonable expectation” is that this asset of yours is “worth” $200,000. And bingo, thanks to the magic of modern FASB-approved accounting, your net worth, instead of being 0, is now $100,000. You can buy your car.
This is what the FASB is now saying banks and other companies can do.
If you are an investor, or a potential investor, you now have to be very wary. After all, how are you top establish what a company is really worth, if the management is able to play games with the value of its assets? The answer is you really can’t know. Things get much worse when it comes specifically to banks, which after all, are all about the assets.
Remember those “toxic” assets—the alphabet soup of debt products with initials like CDO, CDS, SIV, all composed of diced and sliced debt that for the most part is close to worthless? Well, thanks to the FASB’s accommodating change in the rules, instead of valuing those debt holdings (remember, loans are assets to a bank) at what they are worth on the market today, the banks are now able to value them at what they supposedly think they will be worth at some future date when the bank might want to sell them. This is a wholly fictional figure, of course. Nobody knows what, if anything, these crap debt instruments are going to be worth, but it’s a fair bet that most of them won’t be worth any more a decade hence than they are worth today (and maybe less). But who cares? The important thing is that now the banks, who have huge black holes in their balance sheets, can now fill those holes with artificially inflated assets and make themselves look a whole lot better financially than they really are.
There’s an irony here. The big banks that hold most of the toxic debt (and especially the five largest banks that hold 96% of the garbage) desperately wanted this FASB rule change because they wanted to pimp their balance sheets in hopes of boosting their share values and of maintaining the pretense that they are not zombies. But in doing this, they are undermining a key goal of the Obama administration and of Treasury Secretary Tim Geithner and Federal Reserve Chair Ben Bernanke, who wanted to have the government and private investors start buying those trillions of dollars’ worth of toxic assets off of the banks’ hands.
Remember, if the banks declare that the toxic assets on their books are worth some fictitious amount, they have to sell them at that price, or stand accused of faking their books, i.e. fraud. But investors, like hedge funds and other institutional investors, are not going to want to buy those assets at anything but distressed bargain-basement prices, because even with the government assuming 92 percent of the risk, they are not going to buy these trash assets unless they see the chance for a significant upside.
So with the new rule, the banks will end up being stuck holding the very toxic assets that have sent them into a tailspin in the first place.
The vote to end market-to-market accounting rules was controversial even on the five-member FASB board, which ended up narrowly voting 3-2 in favor of the measure. One member who voted against the change, Thomas Linsmeier, decried what he said was “pressure” on the board to act. A House committee had threatened to introduce legislation that would force the change if the FASB didn’t act on its own.
The US budget has long been a work of fiction. Now the books of the nation’s banks and of many of its public companies will also be pure works of fiction.
As columnist Jonathan Weil wrote in Bloomberg.com last month as the FASB was considering making this change in its rules, “The FASB ought to change its name to the Fraudulent Accounting Standards Board.”
The road to ruin, it turns out, is not paved with good intentions after all. It is paved by powerful lobbyists buying short-term benefits at the public’s expense.

Though dating from the 1950s and 60s, these documents were not released for decades for reasons of "national security." In a general request for volunteers [deleted names] volunteered for H [hypnosis] experimentation and were originally tested on 21 May 1951. Both girls, at this time, were nineteen years of age. These subjects have clearly demonstrated that they can pass from a fully awake state to a deep H controlled state via the telephone, via some very subtle signal that cannot be detected by other persons in the room, and without the other individuals being able to note the change.
It has been shown clearly that physically individuals can be induced into H by telephone, by receiving written matter, or by the use of code, signal, or words. Control of those hypnotized can be passed from one individual to another without great difficulty. It has also been shown by experimentation with these girls that they can act as unwilling couriers for information purposes, and that they can be conditioned to a point where they believe a change in identity on their part even on the polygraph.
Note: This documents shows that CIA experimenters were successful in hypnotizing young women (19 years old in this case) to do things they would not do normally without any memory. Though they volunteered, these women were thus programmed to be Manchurian Candidates or super spies with no knowledge of what these men were doing to them.

Learning models will be instituted in which the subject will be rewarded or punished for his overall performance and reinforced in various ways - by being told whether he was right, by being told what the target was, with electric shock etc. ... In other cases drugs and psychological tricks will be used to modify his attitudes. The experimenters will be particularly interested in disassociative states, from the abaissement de niveau mental to multiple personality in so-called mediums, and an attempt will be made to induce a number of states of this kind, using hypnosis.

A posthypnotic of the night before (pointed finger, you will sleep) was enacted. Misses [deleted] and [deleted] immediately progressed to a deep hypnotic state with no further suggestion. Miss [deleted] was then instructed (having previously expressed a fear of firearms in any fashion) that she would use every method at her disposal to awaken miss [deleted] (now in a deep hypnotic sleep), and failing this, she would pick up a pistol nearby and fire it at Miss [deleted]. She was instructed that her rage would be so great that she would not hesitate to “kill” [deleted] for failing to awaken.
Miss [deleted] carried out these suggestions to the letter including firing the (unloaded pneumatic pistol) gun at [deleted] and then proceeding to fall into a deep sleep. After proper suggestions were made, both were awakened and expressed complete amnesia for the entire sequence. Miss [deleted] was again handed the gun, which she refused (in an awakened state) to pick up or accept form the operator. She expressed absolute denial that the foregoing sequence had happened.
Note: Here we have proof that these women could be converted into unsuspecting assassins. They could then be programmed to assassinate anyone and would do so without any conscious knowledge afterward. Remember that the vast majority of documents from these programs were destroyed.

WASHINGTON – The Treasury Department said Monday it will need to borrow $361 billion in the current April-June quarter, a record amount for that period.
It's the third straight quarter the government's borrowing needs have set records for those periods.
Treasury also estimated it will need to borrow $515 billion in the July-September quarter, down slightly from the $530 billion borrowed during the year-ago period. The all-time high of $569 billion was set in the October-December period.
The huge borrowing needs reflect the soaring costs of the $700 billion financial rescue program and the recession, which is nearing a record as the longest in the post World War II period.
The slump has cut sharply into tax revenue and boosted government spending for benefit programs such as unemployment insurance and food stamps.
The administration is projecting the federal deficit for the entire budget year ending Sept. 30, will total a record $1.75 trillion. A deficit at that level would nearly quadruple the previous record of $454.8 billion set last year.
To cover the government's heavy borrowing needs, Congress in February boosted the limit for the national debt to $12.1 trillion as part of the legislation that enacted President Barack Obama's $787 billion economic stimulus program. The national debt now stands at $11.1 trillion.
The government released its estimate of borrowing needs for the quarter before a news conference Wednesday when officials are scheduled provide exact details of how much debt the government plans to sell next week and in what maturity levels as part of Treasury's regular quarterly debt auctions.
The $361 billion estimate for borrowing this quarter compared with borrowing needs of just $13 billion in the year-ago period. Normally the government's borrowing needs shrink sharply in the April-June quarter because of all the tax revenue being collected.
The government announced in February that it was bringing back the seven-year note and doubling the number of 30-year bond auctions it would hold each year to help finance the surging borrowing needs.
